Plot to Kill Allawi?

Over the weekend German authorities were congratulating themselves for uncovering and stopping a plot to assassinate Iraqi Prime Minister Ayad Allawi during his visit to Germany:

German police arrested three Iraqi citizens suspected of being members of a terrorist group just hours before Iraqi Prime Minister Ayad Allawi held talks in Berlin with German Chancellor Gerhard Schroeder, the German Federal Prosecutor's Office said.         

The three Iraqis are thought to be members of the outlawed Ansar Al-Islam group, the Karlsruhe-based prosecutor's office said in a statement e-mailed to news organizations today. ``The arrests took place against the background'' of Allawi's visit to Germany, the statement said.

Initial reports suggested that the suspects would use a "rolling bomb" to kill the Iraqi Prime Minister. But now via Genosse Tabu we learn that  maybe this wasn't the decisive blow against terrorism as it first seemed:

Der »vereitelte Anschlag« auf den irakischen Übergangspremier Ijad Allawi und der umfassende Terroralarm in Berlin dürften sich als große Luftnummer erweisen. Generalbundesanwalt Kay Nehm konnte auch am Wochenende weder bei Razzien gefundene Waffen noch konkrete Attentatspläne vorweisen. Zwar erließ der Bundesgerichtshof gegen drei »tatverdächtige Iraker« am Samstag abend Haftbefehl, allerdings nur wegen des »dringenden Tatverdachts der Mitgliedschaft in einer ausländischen terroristischen Vereinigung« (Paragraph 129 b). Von einem angeblich geplanten Terroranschlag auf den Chef der irakischen Kollaborationsregierung Allawi war bei den Richtern in Karlsruhe keine Rede mehr. Die am Freitag in Berlin, Stuttgart und Augsburg Verhafteten müssen dennoch in Untersuchungshaft.

Also according to the Berliner Morgenpost there does not appear to be any evidence that there was any well-planned plot to assasinate Allawi.  Instead of the "rolling bomb" of a dynamite-filled truck, it seems that authories overhead a telephone call where a suspect mumbled something  about throwing a molotov cocktail - a spontaneous, if incredibly stupid, act.  Now the authorities in Berlin cannot even agree that there was any threat to speak of:

Nach Informationen der Berliner Morgenpost gab es zwischen den an dem Fall beteiligten Behörden unterschiedliche Auffassungen über die Frage, ob ein Zugriff stattfinden solle oder nicht. Die Befürworter bei der Bundesanwaltschaft setzten sich durch und sehen sich jetzt der Kritik ausgesetzt, in einem Fall von eher harmlosen Ausmaßen vorschnell und übertrieben reagiert zu haben. Die Situation zeigt dabei einmal mehr das Dilemma der Bundesanwälte bei der Bekämpfung des Terrorismus. Als Strafverfolgungsbehörde muß der Karlsruher Dienststelle daran gelegen sein, so lange wie möglich zu ermitteln, um gerichtsfeste Beweise zu erlangen.

We are accustomed to such "victories" against terror in the United States.  Attorney General  John Ashcroft could always be counted on raising the fear level - and President Bush's poll numbers - by announcing that a "terror plot" had been uncovered.  Eventually these plots turned out to be imaginary - and Ashcroft lost all credibility.
