Anti-Americanism as campaign strategy

Coming into the summer, Angela Merkel is way ahead in the polls ahead of this year's national election.  Increasingly, however, her rhetoric, and that of her opponent Martin Schulz, is taking a an anti-American turn.  To some extent this is understandable.  Donald Trump's uncouth behavior both during her visit to Washington and at the recent G7 summit was upsetting to everyone and reminded the world of "the Ugly American."  Also, anti-Americanism is a tried and true campaign strategy in Germany.  It propelled Gerhard into the chancellery in 2002.  Today Merkel seemed to join with Sigmar Gabriel in seeking to appease the Kremlin and criticizing new sanctions against Russia approved by the US senate.  The sanctions are a punishment for Russia's hacking of the 2016 presidential election:

Es sei befremdlich, dass bei einer Sanktionierung russischen Verhaltens die europäische Wirtschaft ein Ziel von Sanktionen sein solle, sagte Regierungssprecher Steffen Seibert. "Das darf nicht sein." Merkel teile hierzu von Gabriel formulierte Sorgen. Der Beschluss des US-Senats sieht vor, dass die Sanktionen gegen Moskau erweitert werden. Diese waren wegen der Rolle Russlands im Ukraine-Konflikt sowie der mutmaßlich russischen Einflussnahme auf die US-Präsidentenwahl 2016 verhängt worden. Die Maßnahmen zielen auf wichtige Bereiche der russischen Wirtschaft ab, darunter den Bergbau, die Metallindustrie sowie den Energiesektor.

Weshalb das so ist, ist offensichtlich: Für sozialistisch oder links fühlende Menschen sind die USA der Hort von Kapitalismus, sozialer Kälte, Ausbeutung und Imperialismus. Für Konservative oder Rechte hingegen stehen die Vereinigten Staaten für Massengesellschaft, kulturelle Verflachung, für Künstlichkeit und Entwurzelung.

Only in the two decades following the end of WWII - beginning with the Marshall Plan and Germany's Economic Miracle through the Kennedy era - did something like a pro-American sentiment prevail in Germany.  That ended with the Viet Nam War, and ever since then America has been the favorite whipping boy of both the German Left and Right. 

Alexander Grau attributes this reflexive anti-Americanism to the Nietzschean concept of Ressentiment - and sees negative consequences for Germany if this is pushed too hard in the upcoming election.

Wie jedes Ressentiment ist auch der deutsche Antiamerikanismus ein Blick in den Abgrund der eigenen Befindlichkeit. Die USA stehen darin als ein Symbol für die Moderne schlechthin. Doch statt ehrlich die sicher vorhandenen Ambivalenzen der Moderne zu diskutieren, arbeitet man sich hierzulande an dem Popanz „Amerika“ ab. Das ist unreif und gefährlich dazu. Denn die Vorstellung, es gäbe ein Europa, das eigenständig für seine Sicherheit sorgen könnte, ist ebenso abwegig wie der Traum von einem Westen ohne die USA. Amerika braucht Europa nicht, aber ohne Amerika wird Europa nicht lange Europa bleiben.

A President Trump does make it more difficult to be pro-American.  But Germans should realize that the majority of Americans disapprove of Trump (over 60% according to the most recent polls).  We made a terrible mistake in allowing him to be elected, and are doing everything possible to block his agenda and remove him from office.  Presidents come and go, but the 70-year Transatlantic Alliance will always remain.

"Der Senat begründet dies damit, Russland für die Einmischung in den US-Wahlkampf, blabla... An anderer Stelle heißt es explizit, dass sich die USA weiter gegen den Bau von Nordstream 2 stemmen sollten, weil das Projekt nicht im Interesse der Versorgungssicherheit Europas sei und die Entwicklung der dortigen Energiemärkte behindere. Ferner ist zu lesen, die US-Regierung solle dem Export amerikanischer Energieträger Priorität einräumen, „um Jobs in Amerika zu schaffen, den Alliierten und Partnern der Vereinigten Staaten zu helfen und die US-Außenpolitik zu stärken“.

This is what the Senate says! The US wants to sell us their stupid fracking gas. Reckless economic imperialism is that.
