Because this would be a nationwide program, the Commission for Admission and Supervision (ZAK) would decide on admission within the media companies. The admission requirement is, among other things, that the constitutional principle of broadcasting remote from the state must not be violated, i.e. a state or a party must not exert any influence on the program content.

Update: RT is forbidden in Germany now. Judging by the volume of the protest, the number of the "Putin-Versteher"seems to be very small.
